JW Reveals "Smoking Gun" Memo in Case Against INS
Evidence Also Shows Clinton INS Commissioner Meissner Ordered Documents Destroyed


When Janet Reno, Bill Clinton and their INS Commissioner Doris Meissner (another friend of Hillary) were striking sleazy back door deals with Castro to send Elian back to Communist Cuba, they were careful to cover their tracks. Meissner personally ordered every single document pertaining to the Elian raid to be destroyed to prevent any embarrassment to the Administration. Unfortunately for the corrupt trio, they were not careful enough. For one single document survived the attempted cover up and lived to tell a tale in court that proves the Administration lied to the American people about the Elian saga.

The December 29, 1999 memorandum uncovered by Judicial Watch is a summary of a conference call between INS higher-ups concerning Elian’s return to Cuba. During the meeting, participating INS agents suggested that Juan Miguel Gonzalez, Elian's father, was coerced and monitored by the Cuban government. A discussion then ensued as to the possibility of re-interviewing Juan Miguel to determine his true intentions‹an interview which never took place.

According to the memo, written by INS lawyer Rebecca Sanchez-Roig:

"The discussion turned to whether it’s wise to establish whether father was speaking freely when interviewed as opposed to being a mouthpiece of government authority.'"

"In discussions, it was stated that two telephone calls had been made by the father from a pay phone in Cuba to his family in the US prior to the media getting involved. There appear to be allegations that father knew of the departure and advised his family in the US they were coming."

"It appears that the father had made application (potentially lottery) to depart Cuba."

"The Cuban government installed what someone described as a speaker-phone in the father's house. Thus, they allege only the first two calls were voluntary."

The memo concludes, "If coercion involved, they could potentially accept the child's asylum application.

Of course, even with the knowledge that Juan Miguel Gonzalez was manipulated by Castro to call for Elian’s return, the U.S. government ordered and orchestrated an illegal and brutal raid, which they ironically named "Operation Reunion," to deliver Elian back to Castro.

"Bill Clinton and Janet Reno let Castro call all the shots in the Elian case," said JW President Tom Fitton. "Judicial Watch aims to find out why."

On the bottom of the memo a hand-written note by Ms. Sanchez-Roig refers to an order by former Commissioner Meissner to destroy or delete all copies of the document. Ms. Sanchez refused the order because, in her own words, "I believed I was being asked to do something improper."

The document, with the handwritten note confirming Meissner's obstruction of justice, was released during a trial before the Merit Systems Protection Board on behalf of former INS agent Rick Ramirez, who has accused the INS of anti-Cuban discrimination.
