Freedom of Information Equals Freedom From Corruption


Access to information is vital to Judicial Watch's efforts to hold politicians accountable for their actions. Following are excerpts of documents obtained by Judicial Watch through the Freedom of Information Act (FOIA) during the course of its Chinagate probe.

Background

During the 1990s, the Clinton Administration sold out our national security to the Communist Chinese in exchange for political contributions to the Clinton-Gore 1996 re-election campaign and to the Democratic National Committee. A key component of this scheme, which was uncovered by Judicial Watch, included the Clinton Administration's illegal sale of taxpayer financed trade missions. Clinton Commerce Department official John Huang was at the center of this scandal. While Clinton officials repeatedly and publicly downplayed Huang's significance, evidence shows he was intimately involved with these trade missions while he worked for the Clinton Administration. Huang also received over 150 national security briefings from the Central Intelligence Agency and may have passed a classified Commerce Department document to the Chinese. While working for Commerce, Huang was also in constant contact with his former employers at the Lippo Group, a Chinese intelligence front operation.

February 27, 1995 Letter from Strobe Talbott, Deputy Secretary of State, to John Huang

"Dear Mr. Huang,

I would like to invite you to attend a cocktail reception I will be hosting for the participants of the Presidential Business Development Mission to Haiti on March 6, 1995.

The reception will be held in the Benjamin Franklin Room at the U.S. Department of State from 6:00 to 8:00 p.m. I hope you will be able to attend and share this opportunity to meet with U.S. private sector representatives, senior-level Administration officials, state and local government officials, and representatives of the Embassy of Haiti."

August 10, 1994 Letter from Huang to the Ambassador of Singapore, S.R. Nathan

"It was so nice of you to have invited me for the occasion of the 29th National Day of your Country….The event was so wonderful. Your colleagues were so helpful and attentive…If there is anything I can cooperate with you, please don't hesitate to contact me…"

Relevance: These documents prove John Huang served in a position of influence within the Clinton Administration, interacting with senior officials, captains of industry, and foreign dignitaries, while also participating in trade mission related activities. This is in direct contrast with public assertions made by Clinton officials. At the same time, Huang maintained a cozy relationship with the Communist Chinese, allegedly passing top-secret documents to Chinese intelligence officials. These facts support Judicial Watch's contention that John Huang was at the center of a massive scheme by the Communist Chinese to purchase influence with the U.S. government with the full participation and knowledge of senior Clinton officials.
