My own feeling is if you cannot afford something then you really do not need it. The system in it's current configuration promotes these thefts by allowing people to get something they cannot afford and allowing the fraud to go on. It's been proven that most people who qualify for these programs, use this and other entitlement programs for years on end. The programs having become a lifestyle. Sad indeed.
