As the evolution of the Black Rights movement was progressing, many changes were instituted by 'I like IKE'. When the Facility I was assigned to wanted to hire a civilian they had a choice. If they hired a Black things were quite simple. If a white person was hired when blacks also applied then a form of about six (6) pages was required to explain the decision, Most supervisors openly admitted to hiring only Blacks. Now D.C. is like a VA facility, pure Black. A white in a VA hospital is always at the back of the line. An interesting thing happened when it was ruled that reports of crimes in the media were forbidden to mention race. A civilian lady commented that 'the 95% Black crime rate has just risen to 100%'.
