		<description>The grants that are awarded to communities are given to applicants that learn how to screw the system and there is no way to hold anyone accountable.  The organizer can report whatever they want to satisfy the requirements and manipulate the system to their own advantage.   My involvement in a low income neighborhood left me with a very bad experience that people cannot help others because they are more concerned of selfish endeavors.  With the widespread corruption  in our country what can we expect form people in need.  It is obvious that the real political intent is not to help to better communities but to get votes.</description>
