The organizer can report whatever they want to satisfy the requirements and manipulate the system to their own advantage. My involvement in a low income neighborhood left me with a very bad experience that people cannot help others because they are more concerned of selfish endeavors. With the widespread corruption in our country what can we expect form people in need. It is obvious that the real political intent is not to help to better communities but to get votes.
