While it blows hundreds of millions of dollars on wasteful “stimulus” projects and the expansion of costly entitlement benefits, the Obama Administration is eliminating a crucial FBI division that counters gang violence.

This could not have come at a worse time considering gang violence in the United States is at an all-time high. In fact, the latest annual gang threat assessment issued by the agency—National Gang Intelligence Center (NGIC)—on the chopping block is downright alarming. It says that gangs are responsible for nearly half of all violent crimes in most parts of the country and up to 90% in many jurisdictions. That’s because there are over 33,000 active gangs in the U.S. with some 1.4 million members, according to the NGIC.

To help curb the growth of gangs and related criminal activity, Congress directed the FBI to establish the NGIC in 2005. It’s a multi-agency operation that combines the efforts of several federal and local agencies working together to tackle a crisis. According to its website, the NGIC integrates gang intelligence from across federal, state and local law enforcement on the growth, migration, criminal activity and association of gangs that pose a significant threat to the nation.

Why, then, would FBI Chief Robert Mueller eliminate the NGIC? A conservative news website uncovered Muller’s plan because a congressman grilled him about it at a House Appropriations Committee hearing this week. That’s where government agency heads go for money each year. It turns out that the FBI’s fiscal year 2013 budget proposal calls for the elimination of the NGIC, which has more than a dozen positions and an annual budget of nearly $8 million.

That’s a drop in the bucket compared to the billions that have been wasted under the president’s fraud-infested $787 billion stimulus, which he vowed would jumpstart the economy and put Americans back to work. Instead, much of the cash has gone to unthinkable things like a genitalia-washing program for uncircumcised African men, international ant research and a Pennsylvania “tunnel to nowhere.” Click here to read Judicial Watch’s stimulus fraud reporting.

Bless the FBI for trying to save taxpayers money. In its 2013 budget proposal the bureau assures that nixing the NGIC won’t hinder its ability to counter the threat posed to the U.S. by criminal gangs. The congressman challenging the NGIC’s closure, Frank Wolf of Virginia, struck back with a rather interesting statement indicating that the White House was behind the plan.

“We received a revised version of your testimony late yesterday that the OMB [the White House’s Office of Management and Budget] inserted language making the absurd claim that the elimination of the National Gang Intelligence Center – $7.8 million and 15 positions – will not hinder the FBI’s ability to perform the analytical work done there,” Wolf said to the FBI chief.

Could this be part of a bigger Obama plan to pander to Latinos in an effort to earn that crucial Hispanic vote in the upcoming election? After all, it’s been well documented that most violent gangbangers in the U.S. are, either Hispanic or illegal immigrants.

The Obama Administration has abruptly sealed court records containing alarming details of how Mexican drug smugglers murdered a U.S. Border patrol agent with a gun connected to a failed federal experiment that allowed firearms to be smuggled into Mexico.

This means information will now be kept from the public as well as the media. Could this be a cover-up on the part of the “most transparent” administration in history? After all, the rifle used to kill the federal agent (Brian Terry) last December in Arizona’s Peck Canyon was part of the now infamous Operation Fast and Furious. Conducted by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the disastrous scheme allowed guns to be smuggled into Mexico so they could eventually be traced to drug cartels.

Instead, federal law enforcement officers lost track of more than 1,000 guns which have been used in numerous crimes. In Terry’s case, five illegal immigrants armed with at least two semi-automatic assault rifles were hunting for U.S. Border Patrol agents near a desert watering hole just north of the Arizona-Mexico border when a firefight erupted and Terry got hit.

We know this only because Washington D.C.’s conservative newspaper , the Washington Times, got ahold of the court documents before the government suddenly made them off limits. The now-sealed federal grand jury indictment tells the frightening story of how Terry was gunned down by Mexican drug smugglers patrolling the rugged desert with the intent to “intentionally and forcibly assault” Border Patrol agents.

You can see why the administration wants to keep this information from the public and the media, considering the smugglers were essentially armed by the U.S. government. Truth is, no one will know the reason for the confiscation of public court records in this case because the judge’s decision to seal it was also sealed, according to the news story. That means the public or media won’t have access to any new or old evidence, filings, rulings or arguments.

A number of high-ranking Border Patrol officials are questioning how the case is being handled. For instance, they wonder why the defendant (Manuel Osorio-Arellanes) hasn’t been tried even though it’s been almost a year since Terry’s murder. They also have concerns about the lack of transparency in the investigation, not to mention the recent sealing of the court case.

Osorio-Arellanes is charged with second-degree murder. The four other drug smugglers fled the scene and their names were blacked out in the indictment. In 2006 Osorio-Arellanes had been convicted in Phoenix of felony aggravated assault and in 2010 he was twice detained for being in the U.S. illegally.

During a Senate Judiciary Committee hearing this month to address the flawed gun-tracking program, Attorney General Eric Holder said it’s not fair to assume that mistakes in Operation Fast and Furious led to Terry’s death. Holder also expressed regret to the federal agent’s family, saying that he can only imagine their pain.

Washington, DC — May 24, 2011Judicial Watch, the public interest group that investigates and prosecutes government corruption, announced today that Governor John Hickenlooper (D-CO), Rep. Cory Gardner (R-CO), Senators Mark Udall (D-CO) and Michael Bennett (D-CO) sent letters to Attorney General Eric Holder and Secretary of State Hillary Clinton, urging them to help gain “closure and justice” for Tiffany Hartley, the Colorado citizen and Judicial Watch client whose husband David Hartley was murdered by what are believed to be Mexican drug cartel pirates. The incident took place September 30, 2010, on Lake Falcon, a tourist destination on the border between Texas and Mexico. The letters, dated May 20, 2011, detail the efforts of Hickenlooper, Gardner, Udall and Bennett in assisting Mrs. Hartley, while asking Attorney General Holder and Secretary of State Clinton to join their campaign on behalf of Mrs. Hartley:

Despite all of these efforts, many questions remain outstanding, and we respectfully request you help resolve them……While Ms. Hartley recognizes the complicated nature of this situation because it happened on the Texas/Mexico border, she has been unable to obtain any recent updates from the FBI regarding the progress of the case. Moreover, the inability to recover her husband’s remains has created numerous difficulties for Ms. Hartley because she cannot obtain a death certificate. She has sought help from the State Department, including the U.S. Consulate in Matamoros, regarding this issue, but has so far been unable to gain final closure. We request any additional assistance and information you can provide Ms. Hartley and her family in accordance with the law. Specifically, we request an update on the status of U.S. involvement in the investigation attention to the investigation of the murder of David Hartley.

Gov. Hickenlooper and Rep. Gardner have personally met with Mrs. Hartley. Sen. Udall and Sen. Bennett have also reached out and taken action for the Hartley family.Mrs. Hartley also received assistance from Rep. Ted Poe (R-TX) and Brian Bilbray (R-CA), who held a Capitol Hill press conference on May 12, 2011, to bring attention to the investigation of the murder of David Hartley.Nearly eight months after the murder, Mr. Hartley’s body has yet to be recovered and the federal government has apparently ended its efforts in this case. Rep. Poe called on the Obama administration to reinvigorate this investigation to find David Hartley’s assassins and bring them to justice:

It has been nearly eight months since David Hartley was gunned down on Falcon Lake. His wife Tiffany is still left with no answers about the death of her husband. Mrs. Hartley is not alone. Last year 111 U.S. citizens were killed in Mexico, to this day none of those cases have been solved. In many of these cases the Federal Government has abandoned the investigations leaving it up to the Mexican government to solve, no questions asked. It is past time that the American government stays on top of the Mexican government for solving the murders of our own citizens.

Judicial Watch has called on the Mexican Government and the Obama administration to thoroughly investigate the September 30, 2010, murder of David Hartley on Falcon Lake in Texas. Judicial Watch also launched an investigation of David Hartley’s murder, and is moving to identify and obtain all government records pertaining to the September shooting, including Obama administration communications with their Mexican counterparts, as well as law enforcement officials, Mexican military authorities, and others.“Judicial Watch commends Gov. Hickenlooper, Sen. Udall, Sen. Bennett, and Rep. Gardner for acting to help Mrs. Hartley, who is owed a full and thorough investigation into the murder of her husband and deserves accountability from both the Mexican authorities and the Obama administration. So far, it appears the pursuit of justice has been suppressed for political reasons on both sides of the border. It’s shameful and wrong. Let’s hope Attorney General Holder and Secretary Clinton heed the bipartisan call for action and commit all available resources to solve this murder and bring those responsible to justice,” stated Judicial Watch President Tom Fitton.

Shocking Internet Video Includes Photo of African American Hanging From Noose; Produced in Retaliation for Testimony by Mr. Hayes before Maryland House of Delegates Opposing Taxpayer Benefits for Illegal Immigration

Washington, DC — March 23, 2011
Judicial Watch, the public interest group that investigates and prosecutes government corruption, announced today that it has obtained a shocking video produced by a extremist Hispanic group attacking civil rights activist Ted Hayes with racist smears and death threats. The video was posted to the internet on YouTube after Mr. Hayes testified, by invitation of Maryland Delegate Pat McDonough, on March 15 before the Judiciary Committee of the Maryland House of Delegates against providing taxpayer dollars for in-state tuition benefits for illegal aliens.
The video begins with the message “[expletive] you ‘Mayate,’” which is reportedly a racist and derogatory term used to smear African Americans and “dark skinned” people. The video then streams a series of racist images including: the silhouette of a man hanging from a noose, photos of Mr. Hayes adjacent to photos of monkeys and bananas and doctored photos of Mr. Hayes pictured with a gun next to his head. The video, which runs two minutes and nine seconds, concludes with the message “Your (sic) FREE Now Mayate go back to Africa.”The video was initially posted to the video website YouTube by a group with the moniker “The Timmytop,” and was subsequently removed. The Timmytop Youtube “channel” includes a number of extremist propaganda videos with messages such as “This Is Our Land Whiteboy [expletive] you Gringo.” The videos seem to express support for the La Raza/Aztlan movement, which seeks to conquer the American Southwest and “return” it to Mexico. Notably, the videos attack black and white Americans.Mr. Hayes is a long-time opponent of illegal immigration, noting specifically that its devastating impact on the African American community is largely ignored by other black leaders. Death threats and intimidation of a witness because of his testimony before the Maryland legislature would violate federal and Maryland criminal statutes.“Judicial Watch is outraged at the racist death threats and intimidation directed at the black civil rights activist Ted Hayes in retaliation for exercising his First Amendment rights. The debate over in-state tuition for illegal aliens in Maryland has been compromised and chilled by these threats,” said Judicial Watch President Tom Fitton. “The individuals responsible for this evil video must be held accountable to the rule of law. This is an attack on the entire black community, not just Ted Hayes. The Holder Justice Department and the Maryland Attorney General need to take immediate action to investigate these threats.”
