FYI - I am not sure what state you are speaking for but where I am I will tell you that about 60% of students in the Bilingual Programs are Natural Born Citizens.We have bilingual students from Africa, China, Vietnam, Mexico, Nicaragua and PeruThey are first generation Americans. In addition, the bilingual teachers are state certified or working on their certification. Those that are not certified do have a bachelors degree. They can be employed through a school district for a total of three years pending certification. If that person does not pass become certified in three years then they are non-rehireable. After passing their Excet exam they take additional exams for endorsements such as Bilingual / ESL.
