Dear Chairman Leahy: write regarding your statement the March 12, 2013, Executive Business Meeting lhat lhe Committee would take comprehensive immigration reform legislation when the Senate returns from recess April. presume this statement was reference legislation reportedly being drafted the "gang eight'. Senators. you are aware, this bill potentially could the most dramatic and consequential alteration our immigration system nearly yea.rs, impacting nearly every aspect our legal and economic structure, and increasing entitlement spending historic levels. Before the lmmigration Refonn and Control Act was first introduced the Senate 1982, the Committee had 100 hoLu-s hearings with 300 witnesses before mar.king bill. Congress continued debate the bill for the next three years, and even then, the Judiciary Committee spent three months reviewing the bill before was reported August 1985. Accordingly, respectfully request that the public given adequate time, consistent with past practice handling complex comprehensive inunigration legislation, read and analyze the contents any such bill before listed the Committee's Executive Business Meeting agenda. further request that during this time, the Committee hold hearings the overarching issues integral the legislation. 
The Committee has held onJy one hearing comprehensive immigration refonn February 13th. While the Committee held hearing March 18th regarding the effect reform women and families, and hearing scheduled for March 20th American vaJues, believe that hearings are necessary examine implementation the components essential workable system. especiaJly given that current members the Senate were not here during the last debate 2007. Some those issues include future flow and temporary guest worker program; border security metrics and solutions; interior enforcement. including worksite enforcement and employee verification; the impact large scaJe legalization American workers and taxpayers: and the implementation biometric exit system, which the Government Accountability Office has determined the only method which the 

government can accurately track visa overstays. Moreover, the last Department Homeland 
Security Oversight hearing was April 2012, and members are still waiting for Secretary 
Napolitano provide answers follow-up questions. Members should have the opportunity question the Secretary these and other important issues before being asked cast vote such critical legislation. believe the process have set fotth necessary not only ensure that members are properly educated this complex measw-e, but also ensure fair and open process that Lhe American people know what any such bill. The last time Congress considered legislation this magnitude that was written behind closed doors and passed with process, resulted sweeping changes our healthcare system, the negative consequences which are only now coming light. you have said the past, bring these important issues the Senate floor without them having been worked through committee, prescription for real 
problem. not make this request lightly and hope the Senators drafting such legislation will support our request. are serious about protecting our national interest and the best interests American workers, must provide all members the Senate, and, most importantly, the public, full and fair opportunity become adequately informed. believe the process have described keeping with your longstanding commitments regular order and transparency. appreciate your consideration and look forward working with you this important issue.
