Our organizations are writing again express our gratitude for creating and maintaining over the last four years the unique Office Congressional Ethics (OCE) and encourage both your offices ensure that OCE continues its operations the 113th Congress without interruption reactivating the agency and appointing new board members timely fashion. 
 
The organizations include: Campaign Legal Center, Citizens for Responsibility and Ethics Washington (CREW), Common Cause, Democracy 21, Judicial Watch, League Women Voters, National Legal and Policy Center, Public Citizen, Sunlight Foundation and U.S. PIRG. 
 
OCE semi-independent investigative agency that supplements the work the House Ethics Committee. The agency was first established 2009 then-Speaker Pelosi and maintained intact Speaker Boehner the last congressional session. OCE provides critical yet non-intrusive link between the public and the important work the House Ethics Committee. OCE cannot make recommendations judge any case, but the course its investigative reports, the agency does offer useful evidence and insights and helps the public better understand the nature specific cases  both those that warrant dismissal and those that warrant further consideration. Most the preliminary investigations are dismissed for lack merit insufficient evidence. the 112th Congress, only about dozen cases have been recommended the House Ethics Committee for further investigation. 
 
The terms four members OCEs board will expire the end this year, leaving just the two chairmen  Porter Goss and David Skaggs  sitting board members. OCE cannot function without active board directors. the responsibility solely your two offices agree upon and appoint board members for the expired terms the 113th Congress. The expiring terms are term-limited, those four members cannot reappointed, but the two current alternate members the board may appointed regular terms. And any the expiring board members may appointed the two alternate positions.  
 
Whatever your choices for appointment the board, there wide selection qualified persons, especially among former members staff Congress familiar with how the institution operates, who are interested serving the board. urge you proceed timely fashion consider and appoint qualified and responsible members OCEs board directors that the agencys useful work not interrupted enter the 113th Congress.
