This response your Freedom Information Act request for release information from the files the U.S. Almy Criminal Investigation Command (USACIDC), received February 21, 2011. reference your request for any and all records depicting the number American service members who are currently serving the Afghanistan theater operations who are veterans Operation Enduring Freedom Afghanistan who tested positive for opiate use between January 2010 and December 31, 201 enclosed please find Reports Investigation (RO Is), responsive your request, which are part system ofrecords exempt from the disclosure provisions the Freedom Infonnation Act (FOIA). The names law enforcement personnel, well names, social security numbers and other personal items information pertaining third parties have been withheld. The removal this information constitutes partial denial pursuant Title USC, Section 552, Exemptions (b)(6), and (b)(7)(C) the FOIA, because release could violate the personal privacy other individuals mentioned the report. also applied Exemption (b)(7)(F) which allows the withholding investigatory records information compiled for law enforcement purposes where endangering the safety life any individual could reasonably expected.

This Operation Enduring Freedom Investigation. 
The Provost Marshal Office, Bagram Airfield, Afghanistan, APO 09354 (BAF), reported the death soldier.

Investigation determined SGT SIGLEY died result Acute Heroin Toxicity. The Office the Armed Forces Medical Examiner (OAFME) final autopsy report listed the cause death for SGT SIGLEY Acute Heroin Toxicity and the manner death was Accidental. 
Investigation further determined SGT SIGLEY committed the offense Wrongful Use and Possession Controlled Substances when the following Opiates were detected his urine during toxicology screening OAFME: Morphine, Codeine, and 6-Acetyl Morphine metabolite exclusive Heroin). Anabolic steroids were also discovered SGT SIGLEY's personal effects. 
Additionally, the investigation determined Sommitted the offense Wrongful Use and Possession Controlled Substance when she admitted smoking hashish and using heroin with SGT SIGLEY prior his death. 
Investigation further detennined Mr.i!*P"'ommitted the offense Wrongful Distribution and Possession Controlled Substances when hie sold Heroin 
CPT Trial Counsel, Task 82nd Sustainment Brigade, BAF, 
opined probable cause existed believe the offenses Wrongful Distribution and Use Heroin and False Official Statement. 
The investigative findings this office are consistent with the final determination of.death reported the OAFME.
