Dear Mr. Fitton; 
This responds your letters August and September s.. 2004, requesting 
investigation into Senator Kerry's military awards. separate correspondence. the 
Inspector General, Department Defense, who also addressee your letters, 
referred your request for "information and action appropriate." acc:o.rdancc with our established review pro=ures, carefully the process which Senator KelT}' was awarded the Silver Star, Bronze Star, and three Purple Hearts 1968 and 1969. found that existing documentation regarding his medals indicates the a.wards approval process was properly followed. particular, the senior officers who authorized the medals were properly delegated authority so. addition, found that they correctly followed the procedures place the time for approving these awards. 
Conducting any additional review regarding events that took place over thirty years ago would not produotive. lhe passage time would make r"nstruction the faCl:S and circwnstanoes unreliable, and would not allow the information gathered considered the context the time which the even!S place. 
Ourreview also wnsidered the fact that Senator Kerry's post-active duty activities were public and that miUtary and civilian officials were aware bis actions the time. For these reason.st have detennined that Senator Kerry's awards were properly approved and will take :further action this matter.
