This responds your January 30, 2013, FOIA request seeking records and recordings reference the 2013 Presidential Inauguration ceremony Beyonce Knowles-Carter, Kelly Clarkson, and James Taylor. Your request was received January 31, 2013, and controlled under file number USMC-HQ 2013F020207. initiated search the files maintained the Marine Band, which identified 172 pages and one music track responsive your request. Upon review, have determined that the documents are releasable and have enclosed copy with this letter. 
You will see that some information has been redacted. Specifically, names, telephone numbers, email address, and other personal data have been withheld pursuant FOIA exemption (b)(6), which prohibits disclosure personal information when individual's privacy interest outweighs any public interest. addition, portions the document that contain pre-decisional advice recommendations have been withheld pursuant FOIA exemption (b)(5), which protects such information part the deliberative process. The purpose for withholding such recommendations encourage the free and candid exchange opinions and advice during the decision-making process.

Communications meeting last Friday briefly discussed changing the way that the audio playback system for the inaugural ceremony procured. Traditionally, this has been Marine Band responsibility, but based our experiences 2005 and 2009, would like propose that the specification and provisioning this equipment become the domain the audio contractor for the ceremony. This will ensure that the playback system interfaces properly with the rest the audio system. addition, this enables benefit from the audio contractors knowledge and experience satisfying this type requirement. 
The playback system has two primary functions. First, cases when Marine Band instruments are frozen and unable produce sound, the playback system reproduces prerecorded audio. This must done sync with the Band itself that the sound the band synchronous with the video the band. Second, frequently guest performers require backing tracks. These also must synchronous with the live video the group. result the system must have the following features:

Good hear from you. should with just the portable Pro Tools system place during rehearsals load audio and build the project file. should able load those files system site. I'll bring them external drive for that purpose. don't anticipate needing the 360 Systems IR, though I'm happy have that loaded and ready you feel would good idea have backup the backup. for scheduling, should sufficient have the portable rig place week out, January 14th. recording our archives website, where available for you listen and download. I've included both MP3 version for quick review and higher resolution WAV version for use pre-recording the vocal track. will managing the playback all tracks the inaugural ceremony. The pre-recording the vocal part should recorded itself (not mixed with the band recording) stereo bit/48kHz WAV file. there are particular effects included, those should recorded separate stereo file. This will enable the broadcast and live sound mixers balance the separate stems the band recording, the vocal recording, and any recordings needed during the ceremony. will ensure that all those tracks are sync. You can send the final vocal tracks whatever manner most convenient for you (DropBox, FTP, etc...).
