Additionally, have identified pages records partially responsive items and your request which may consist proprietary business information and/or trade secrets. These records are, therefore, being referred the business submitter this information for their review prior any release, pursuant Executive Order 12600. This process ensures that submitters confidential business information have opportunity review the prospective disclosure advance and raise objections the release such records, they can provide valid claim that they may sustain substantial competitive harm should the records released the public. Upon our receipt the submitter's responses this inquiry, will make determination regarding the release these records response your FOIA request.

This reference Freedom Information Act (FOIA) U.S.C.  552) request for records 
dated May 18, 2012, and subsequently referred other USDA agencies, including the 
Agricultural Marketing Service (AMS) the USDA Chief FOIA Officer June 2012. The 
request relates contract executed between the U.S. Department Agriculture (USDA) and 
Souder, Betances and Associates, lnc., for Cultural Transformation Training. AMS has several 
documents responsive this request which include records provided your company. The 
FOIA requires government agencies, including the USDA, release the public Agency
maintained documents upon request unless the documents are specifically exempt from 
disclosure the terms the FOIA. 

Lisette Garcia, Judicial Watch has requested the following information from USDA:
