SUBJECT:  Deferred Maintenance Program2004-05   

DISTRICT RESPONSE REQUIRED 

The purpose this bulletin to: 
(1) 	
provide overview the Deferred Maintenance Program (DMP); 

(2) 	
collect pertinent data related the above-referenced program from each eligible district; and  

(3) 	
establish deadline for the district respond the County Superintendent Schools (CSS) January 20, 2006. 

The Division School Financial Services (SFS), designated the CSS, will certify the Office Public School Construction (OPSC) all the data collected from the districts Form SAB 40-21. accurate and timely countywide certification necessary avoid any delays the release the Deferred Maintenance Basic Grant apportionment. 
Overview Deferred Maintenance Program 
The DMP provides state matching funds, dollar-for-dollar basis, assist school districts with major repair replacement existing buildings. order eligible for receiving the annual Basic Grant, districts need maintain five-year plan, which projection deferred maintenance over the next five years.  
The California Department Education makes annual calculation the maximum amount that may funded under the Basic Grant (please see Attachment No. refer Informational Bulletin No. 173, dated November 30, 2005, for the 2004-05 maximum amount).  The district must make the maximum amount deposit from: 
(1) 	
cash contribution from any non-restricted fund, 

(2) 	
unmatched carryover,  

(3) 	
the portion annual deposit Ongoing and Major Maintenance Account excess  percent the general fund budget.

Board Approval Required 
According Education Code Sections 17582-17857, inter-fund transfers involving the objects 7600-7629 and 8910-8929, SFS will examine the evidence the approval the governing board before approving the district local-match transfer journal PeopleSoft.  The transfer journal normally debits Object 7615 Fund 01.0, Resource 00000.0 81500.0, and credits Object 8915 Fund 14.0, Resource 62050.0.  Aside from the General Fund, the local contribution may also made from the Special Reserve Fund (Fund 17.0), Building Fund (Fund 21.0) appropriate. 
District Received Funding for School Facility Programs/Lease-Purchase Program 
The DMP always funded one year arrears the state level, i.e. 04-05 Program appropriated and funded 05-06 fiscal year. However, the certification contributions the Routine Restricted Maintenance (RRM) for districts participating School Facility Programs for the current fiscal year (2005-06). 2005-06, districts are required fund the full amount based the program which participates: 
	 
School Facility Program (SFP)  (EC17070.15)  total General Fund districts have received funds 04-05 prior 

	 
Lease-Purchase Program (EC17014)  total General Fund not participating SFP (SAB 40-21 certification does not include this program) districts received funding under both programs, there need set aside the for the Lease-Purchase Program, because the SFP supercedes the Lease-Purchase Program contributions the restricted maintenance account.  The Department General Services, OPSC, has list Los Angeles County districts that are participating the SFP. the OPSC website at: http://www.applications.dgs.ca.gov/OPSC, click Project Tracking, then click SFP Search County. 
Charter School Certification 
The OPSC does not permit any charter school apply directly for deferred maintenance program funds. The maximum amounts listed under the charter school Attachment No.1 are provided only information chartering agencies electing share the deferred maintenance funding with its eligible charter schools.  Please advised that the OPSC requires county offices education and school districts match the combined maximum totals (chartering agency maximum plus the direct-funded charter school maximum), regardless whether the funds will shared with the direct-funded charter school.

Districts shall choose only one the two forms provided (Attachment No.3 No.4) this bulletin submit the data the Division School Financial Services.  Form for districts that are not currently participating nor have participated the School Facility Program the past twenty years. Form for districts that received funding from the School Facility Program any the past twenty years.  The law requires the annual contribution toward ongoing maintenance account for twenty years after receipt state funds.  The attachment the Informational Bulletin No. 453 provided again Attachment No. for easy reference.
