SUBJECT: 	Notice the Advance Apportionment for the K-3 Class Size Reduction (CSR) Program, Fiscal Year 2005-06 
Attached the Notice the Advance Apportionment for the K-3 Class Size Reduction (CSR) Program, Fiscal Year 2005-06. Funds were appropriated Item 6110-234-0001 the 2005 Budget Act (Chapter 38/Statutes 2005). 

AMOUNT APPORTIONED 
The apportionment totals $415,469,403 statewide. this amount, local educational agencies (LEAs) Los Angeles County receive $115,770,804. This payment represents percent the estimated amount due each LEA for 2005-06. Estimates were calculated based the count 2004-05 pupils enrolled the CSR Program reported the 2004-05 Form J-7CSR, Report Enrollment for Kindergarten and Grades through for Districts Participating the CSR Program, multiplied the 2005-06 rates 
$967 per pupil for Option One (full-day) $484 per pupil for Option Two (half-day).  LEAs that did not participate 2004-05 receive funding from this Advance Apportionment. 

Please note that LEAs are required reapply for participation the CSR Program each year. 
Applications were due the California Department Education later than October 11, 2005, (Informational Bulletin No. 36, dated July 22, 2005).  LEAs that failed comply with the deadline have forfeited their right participate the CSR Program and will have the amount their Advance Apportionment funding deducted from their next principal apportionment.   

LEAs will receive the remainder their 2005-06 CSR funding Provisional Apportionment which will based pupil enrollment counts submitted the application.  Adjustments the Provisional Apportionment will made after actual participation for 2005-06 reported LEAs the 2005-06 Form J-7CSR May 2006. 

CHARTER SCHOOLS 
Charter schools that applied for the CSR program their own behalf are listed separately this apportionment.  Funding for other charter schools included with that their chartering agency, that agency included the charter school its 2004-05 Form J-7CSR filing.  Districts are asked forward this document their charter schools. 

ACCOUNTING CONSIDERATIONS 
LEAs should record these funds Resource Code 1300, CSR Operations, K-3 (Optional), and Revenue Object Code 8434, Class Size Reduction Operations, K-3.

NOTICE THE ADVANCE APPORTIONMENT FOR THE 
KINDERGARTEN THROUGH GRADE THREE 
CLASS SIZE REDUCTION PROGRAM 
FISCAL YEAR 2005-06 

This apportionment, the amount $415,469,403, made from funds provided Item 6110-234-0001 the Budget Act 2005 (Chapter 38, Statutes 2005) support the Kindergarten through Grade Three Class Size Reduction (K-3 CSR) Program. The advance apportionment calculated for each local educational agency (LEA) equals percent the fiscal year 2004-05 pupil enrollment counts submitted form J-7CSR, multiplied the fiscal year 2005-06 rates $967 per pupil for Option One (full day) and $484 per pupil for Option two (half-day), provided California Education Code Section 52126(g)(1). 
All LEAs intending implement continue the K-3 CSR program must participate the annual application process. LEA fails submit fiscal year 2005-06 application the statutory deadline October 11, 2005, eligibility for K-3 CSR program funding forfeited and the amount processed this advance apportionment will recovered. The amount shall deducted from the LEA's next monthly principal apportionment payment after the application deadline provided California Education Code Section 52126(g)(2). 
The estimated pupil counts for fiscal year 2005-06 submitted the fiscal year 2005-06 application will used calculate provisional funding for LEAs, with maximum funding based prior-year California Basic Educational Data System enrollment counts. Adjustments will made provisional funding after actual enrollment counts, submitted form J-7CSR, are processed May 2006. Details regarding the submission form J-7CSR will posted the CSR Web site later date. 
Direct-funded and locally funded charter schools that applied for the K-3 CSR program their own behalf are listed separately the enclosed apportionment schedule. Funding for charter schools that did not apply their own behalf included the chartering agency's entitlement the chartering agency included charter school enrollment data its J-7CSR.
