Dear Ms. Garcia: 
This final response your March 11, 2013, Freedom oflnfonnation Act (FOIA) request this office, copy which attached for your convenience. received your request March 19, 2013 and assigned FOIA case number 13-F-0598. 
The Defense Travel Management Office (DTMO) conducted search and has provided 
datu three spreadsheets responsive items and your request. The data provided 
from the Government Travel Charge Card (GTCC) database and the Defense Travel System 
(DTS) database. Please note that the DTS data files are less complete and often duplicative 
the GTCC data files. 
Also note that the data provided may not complete accurate representation rental car expenses Guantanamo reflects only those purchases made with the GTCC and only those cases where vouchers were filed DTS. DTMO unable capture expenses resulting from purchases made via other means claims settled outside DTS. Because the DTMO has infomrntion Guantanamo Bay population, demographics, etc., they cannot approximate what percentage total purchases this data may represent, nor can they discern ifhe purchasers were permanently stationed Guantanamo Bay assjgned there temporary basis. While DTMO manages the Federal Rental Car program, they have rental car vendors that participate the program located Guantanamo. Furthermore, reservations cannot made DTS because there commercial airport Guantanamo. Additiona11y, members that are pennanently stationed Guantanamo, would not claim rental car expenses travel voucher that could pulled from DTS. 
The Office Military Commissions (OMC) conducted search for records that may have been created out
