Dear Mr. Quinn: have recently learned your August 19, 2013, Non-Government Organization (NGO) Observer
Selection Policy observe commission proceedings Guantanamo Bay, Cuba (GTMO),
The designation Amnesty International; Human Rights Watch, Human Rights First; the
American Civil Liberties Union; and, the American Bar Association as, essentially, permanent
observers Commission proceedings inconsistent with ethical principles fairness, and non-
preferential treatment ofnongovemmental organizations agencies the United States government. aware that many NGOs have now expressed interest i.n sending observer
view commission proceedings GIMO. also informed that because the Military
Commissions has guaranteed seat for the original NGOs, the remaining NGOs must, when
demand for seats exceeds capacity, enter into lottery system eligible for open seat GTMO.
Those NGOs not selected the lottery are then given priority attend the next commissions hearing
GTMO, except that the original NGOs will have the right first refusal. The NGOs not selected
may watch the proceedings designated sites the United States. comply with those well-established principles fairness and non preferential treatment, and ensure public con dence the Commission process essential, when limited space requires
random selection process, quali groups should subject this random process and group
