ouncil Foundations study released this March. general, the report examines several nonprofit news organizations and uses those case studies identify ive key problems with the IRS policy regarding granting tax -exempt status, and also makes several recommendations about how the IRS can update its policy fix this issues. you will see the summary (linked above) the study identifies that main problems as: 
Applications for tax -exempt status are processed inconsistently and take too long. 
The IRS approach appears undervalue journalism 
The IRS approach appears inhibit the long -term sustainability tax -exempt media organizations

onfusion may inhibiting nonprofit entrepreneurs trying address the information needs communities. The IRS approach does not sufficiently recognize the changing nature digital media. 
The recommendations the study makes are: -The IRS methodology for analyzing whether media organization qualifies for exemption should not take into account irrelevant operational similarities for -profits. 
-The IRS should focus whether the media organization engaged primarily educati onal activities that provide community benefit, opposed advancing private interests, and whether organized and managed nonprofit, tax -exempt organization.
