Any state that has Sanctuary Cities in it should not recieve any Federal money, as the tax payers cannot be assured that the State will spend it on American Citizens.
Until the state gets it's budget in order, more money won't solve anything, they will just keep on spending money on people that should not be here. I'd like to be able to work for cash and get free health care..............
