How can all of these sanctuary cities handcuff police like this? If the reason they give for not allowing police to ask about immigration status is willingness to testify, how about offering citizenship to anyone who can give information that leads to an arrest? At the very least offer amnesty for coming forward, the way things are, too many people are dying when it could have been prevented.
