Even before the City of Chicago lost it's Olympic bid, it was running it's own olympics to ensnare motorists in Chicago's traffic signal "50 Yard Intersection Dash for Cash". Chicago has won the Gold Medal by becoming the nation's Red Light Camera Capital. Traffic signal yellow time has been recorded and analyzed to be inadequate for reasonable traffic safety. At over 90 per cent of Chicago's signalized intersections the yellow signal is programmed to less than the bare Federal three-second minimum. This situation does not allow for the needed perception/reaction time needed to safely transverse the intersection or stop before the intersection. Just adding one to one and a one half seconds of yellow time would lower the traffic signal violation rate by fifty percent. But this would cut into the 44.7 million dollars Chicago collects from red light ticket revenue as of last year.
This unsafe condition causes otherwise safe motorists to become involuntary traffic law violators or panic stoppers to avoid a camera ticket. The short yellow lights create a "dilemma zone" at the approach to each signalized intersection. When a traffic signal changes from green to yellow drivers in Chicago among others are learning they either have to perform a "panic stop", risking a rear-end collision or "floor" the accelerator to get across the intersection when the yellow light changes to red in less three seconds later to avoid the $100 ticket.
