It appears one way to keep security on theit toes is to make them aware that at least a couple times of week they will be tested to see if they are following procedure. When I was in the military while I was off base a person in uniform flashed his ID badge at the guard and proceeded though out the area posting signs saying he placed fake explosives demostrating that he breached security. What was bad was the picture on his ID card was of a DOG! The guard didn't bother to check the picture and see if it matched the person. Unannounced tests is the best way to keep security in secure.
