Richard N. Perle
In 2001, after aiding President Bush and Vice President Cheney on their campaign, Richard Perle was asked to fill the position of Chair of the Defense Policy Board.  This post, which Perle accepted at Secretary of Defense Donald Rumsfeld’s request, is categorized as a Special Government Employee position – one which is subject to the Federal Code of Conduct.

 

While on the committee, Perle also held a spot as an Advisor to Global Crossing, a conflict that violates ethics rules because of Global Crossing’s attempts to buy Hutchinson Wampoa, a Hong Kong telecommunications firm.  The deal was largely opposed by the Department of Justice, and Perle’s involvement presented grave national security risks.
