CBS2 News 5PM: Judge orders release Laquan McDonald video
ANCHOR: burning question tonight. When will the city release video Chicago police officer shooting teenager armed with knife times? Chief correspondent Jay Levine here now, and Jay, the city really
bracing for the reaction this video.
LEVINE: say they are concerned would gross understatement. You can hear their voices and see their actions. Still uncertain how people will react the video described. Today, for the first time,
hear the officers view the shooting.
HERBERT: The officer firmly believed was fear for his life and was concerned about the life his
fellow officers.
LEVINE: Attorney Dan Herbert knows everyone will soon see the dashcam video what happened that night Pulaski Road, when Laquan McDonald, armed with knife and reportedly under the influence drugs, was
shot and killed. says will show officer simply following police guidelines about the use deadly force the knife wielding suspect.
HERBERT: There this foot rule, which essentially talks about how individual significant threat
police officer when they are within that foot boundary.
LEVINE: planning kicked into high gear city hall and police headquarters today the court ordered release the video and the expected reaction. The mayor due back from China Monday, and the judges
deadline Wednesday. All Chicago plain clothes police officers have been uniform since the terrorist
attacks Paris and will remain so. And other departments are preparing help needed. Dean Angelo was
among those Noon meeting with Police Superintended, Garry McCarthy.
ANGELO: This city. all live here. concerned about the safety officers. concerned
about the safety the civilian population. the outside people concerned about. Their job believe disrupt and cause problems. think local people don want see their neighborhoods damaged.
LEVINE: there new dimension the timing the release the video. told that the investigation
state and federal authorities has now picked steam the point that could determine exactly when the
video will released. lot more that 6:00 tonight.
ANCHOR: this point, there has not been indictment. The investigation has been going for such long
time. Why would good thing have some sort resolution, least indictment before the video released?
LEVINE: Well, indictment, charges, before the video released could some way diffuse some the
pent sentiment about those who would say, months and charges, indictment. Why this guy still the job? there was indictment, grounds for indictment, would change the complexion the
reaction.
ANCHOR: and investigation has gone for long that indictment could come down any minute.
LEVINE: Any moment. But the deadline the 25th November, whether comes before after the video.

Susan,
Thank you much for thinking this idea and making the effort get done. The script you sent was
very powerful. had few comms people our office look it, and all similar reaction around just few
minor points. thought might better leave out the references violence and protests other cities.
The City cannot admin investigation while the criminal investigations are pending, changed that but
feel free change back you prefer.
Finally, the last graph wrote little take more positive reinforcement approach. Ive gotten
lot advice over the past day that our message should believe this citys ability protest
peacefully rather than dont violent.
The attached version has some line edits reflect these changes. Please feel free accept reject you

NYT: Chicago Set for Protests Over Shooting the Police
CHICAGO For months, leaders here watched other cities faced angry demonstrations over
police conduct, shootings and relations with black people, often captured painful videos. cities
like Ferguson, Mo., Baltimore and New York have been consumed fatal encounters involving the
local police that have fueled national attention since 2014, this city managed keep lower profile.
But Chicago now finds itself grappling with the prospect having its own moment. The city has been
ordered release, within days, police video the fatal shooting black 17-year-old white
police officer. Even the officer lawyer has described the video, which the city sought for months
block from public view, graphic and violent and difficult watch some points.
With the memories discord other cities fresh, leaders Chicago, which has history
tension over race and policing, have been holding urgent private talks with community activists. Law
enforcement officials are trying anticipate what response the video may bring, and how best
prepare police forces here for that. And the mayor, Rahm Emanuel, appeared try calm the city,
taking the unusual steps condemning the police officer and urging prosecutors take action the
case before the release the video. accordance with the judge ruling, the city will release the video Nov. 25, which hope will
provide prosecutors time expeditiously bring their investigation conclusion Chicago can
begin heal, Mr. Emanuel said Thursday.
Around Chicago, the video has become topic discussion, even though most people have not
seen it. According few people who have viewed it, the video shows Laquan McDonald being
struck bullets, some them hitting him even after his body had fallen the ground along
street this city southwest side October 2014. Some the bullets, autopsy shows, entered
the back his body. lawyer for Mr. McDonald family said the video showed him moving away from Officer Jason Van
Dyke, the policeman who fired all the shots, while least five other officers never fired their
weapons.
Dan Herbert, lawyer for Officer Van Dyke, said his client believed the shooting was justified
because feared for the safety himself and his colleagues. Mr. McDonald had knife, the
authorities say, and earlier punctured squad car tire with and refused drop it. The officers
were approaching him, officials said, after the police got report that man with knife was trying
break into vehicles trucking yard.
Officer Van Dyke administrative duty pending inquiry team that includes the F.B.I., the
United States attorney office Chicago and the Cook County state attorney office.
Since Thursday, when judge ordered the video release and set deadline Wednesday, many
this city have begun speculating over how and exactly when the release will occur, and what may
follow. Some lawyers, officials and activists wondered aloud whether charges either from the Cook
County state attorney federal grand jury might still possible day even few hours
before the video release, and how arrest might affect residents responses.
Prominent Chicago activists said that protests were foregone conclusion, but that they were not
certain yet what form they may take. Charlene Carruthers, the national director the Chicago1
based Black Youth Project 100, said she expected the video release, whenever came, bolster
efforts her group and others press for changes the Police Department.
here systemic misconduct, said she expected the video awaken more people what she saw widespread police abuses. But Ms. May said she had concerns about the video release given
that Mr. McDonald family has expressed reluctance.
The folks that are going get woke because this video, need welcome them, organize
them, Ms. May said. The challenge now how organize around this video without adding
the spectacle?
The Rev. Michael Pfleger, Roman Catholic priest and social activist Chicago South Side, said
the police continue build mistrust not immediately firing Officer Van Dyke and other officers
whose actions have resulted large settlements. the spring, the city agreed pay million
the family Mr. McDonald.
Father Pfleger said that protests would necessary after the video release, and that organizers
were planning what form those should take. said officials City Hall called for peace during
conference call with community leaders Thursday. said had also been invited meeting
with the police the coming days.
Police officials said Friday that plans for after the video release were still being made, and provided
few specifics. Anthony Guglielmi, spokesman for the police department, issued statement:
you have seen over the past few years, C.P.D. works tirelessly protect people First Amendment
rights, and residents Chicago have exercised those rights peaceful way.
The Rev. Jesse Jackson, whose Rainbow PUSH Coalition based Chicago, said was upset
that officials had tried withhold the video until now. know national disgraceful situation, and will attract people around the country, Mr. Jackson
said, adding another point, greatest fear not the protest, but there protest.
