Office Civil Rights the Department State, diversity not just aworthy cause: abusiness necessity. Diversity experience and
background helps Department employees the work diplomacy. The Secretary believes that diversity extremely
important making the State Department employer choice. The Secretary has delegated both tasks advancing
diversity within the Department and ensuring equal opportunity all employees the Director the Office Civil Rights
(S/OCR), who also serves the Chief Diversity Officer (CDO).
S/OCR advises and assists the Secretary and other principal officers equal employment opportunity (EEO) policy and
diversity management issues that relate the Department State. The office symbiotically separated into three sections:
Diversity Management and Outreach, Intake and Resolution, and Legal.
The Diversity Management and Outreach section helps the Department foster awork environment free discrimination
maintaining affirmative outreach program. performs this task preparing workforce diversity reports, managing special
emphasis programs, delivering EEO and diversity briefings, conducting workforce analysis eradicate barriers equal
employment opportunity for individuals and groups, organizing commemorative events recognize the contributions
diverse array individuals and groups, and more.
The Intake and Resolution section handles all complaints surrounding employment discrimination both the
informal/counseling process and the formal complaint process. The Intake and Resolution section manages the Departments
Alternative Dispute Resolution (ADR) program and the counseling program. Any employee applicant who believes he/she has
been discriminated against the basis race, color, national origin, sex, age, disability, religion, sexual orientation,
reprisal for protected EEO activity should contact S/OCR EEO counselor within calendar days the alleged
discriminatory act.
S/OCR one the few EEO offices within the federal government employ in-house counsel. The Legal section seeks
advance the mission S/OCR providing assistance with legal compliance relates the administrative processing

Department State the first cabinet-level agency appoint aChief Diversity Officer with oversight authority integrate
and transform diversity principles into practices the Departments operations. Another best practice cited the EEOC

Summary: Establish aHigher Education Advisory Council for the Secretary State. This would unique approach smart
power diplomacy, employing the expertise and credibility American colleges and universities inform, improve and
advance the foreign policy agenda the United States, and help restore U.S. global standing.
Proposal: Higher education has long played acritical role international affairs. American universities collaborate with
international partners out aprofound sense commitment learning, research, and engagement. Higher education can
apowerful force mobilized for the public good and for public diplomacy.
For half acentury, international student exchange, faculty research collaborations, and other forms cooperation have
thrived, regardless political, social, religious, and cultural differences. This involvement higher education internationally
represents one the United States most effective and credible sources smart power, influence other nations and their
leaders attraction rather than coercion.
The culture academic inquiry and education has contributed arobust international dialogue issues that are often
difficult approach through traditional diplomatic channels. Particularly significant todays world, academic interaction and

door now wide open for direct talks between the two countries three decades after the Iranian revolution, but U.S. officials
say the method, the pace and the tenor that diplomacy still remain settled.
But while officials say aplan will not place for several months, key players the discussions have outlined their views
papers they wrote before joining the administration, giving aunique window into the administrations debate.

Keeping completely private would protect each side from premature exposure and would not require either side publicly
