Two views of North Carolina’s voter-ID law

Minority turnout increased in 2014 in North Carolina under a law that included a “soft rollout” of the voter-ID law, similar to what happened in other states with voter-ID laws. The article quoted people comparing voter-ID laws to literacy tests used to disenfranchise minority voters during the Jim Crow era. A fuller picture would have shown that this is simply not true.
