Judicial Watch, a conservative advocacy group, filed a complaint on behalf of California taxpayers. It alleges that the law runs afoul of a 1996 voter-approved provision of the state constitution prohibiting the government from discriminating against or granting preferential treatment to individuals or groups based on race, sex and color.
