This our final response your May 17, 2005, Freedom Information Act (FOIA) request which you submitted the Department Justice, al. for records pertaining rendition. The Department Justice forwmded responsive records the Department State, who subsequently forwarded three documents our Office for our action and response you. received this request October 2009, and assigned FOIA case number 10-F-0033. The enclosed documents are provided responsive your request. 
Ms. Margaret Grafeld, lniLial Denial Authority (IDA) for the Department State, reviewed the responsive material and determined that some information from Document J2b should withheld pursuant U.S.C.  552(b)(3), which applies information specifically exempted statute establishing particular criteria for withholding. this instance, the statute USC 403(g) Section the CIA Act 1949 which provides for the withholding CIA functions and information. Additionally, other information has been withheld pursuant 
U.S.C.  552(b)(2), which pertains solely the internal rules and practices the agency, and 
would allow circumvention agency rule, policy, statute, thereby impeding the agency 
the conduct its mission; and U.S.C.  552(b)(6), which pertains information the release which would constitute cJearly unwan-anted invasion the personal privacy third parties. you are not satisfied with this action, you may appeal the appellate authority, the Director Administration and Management, Office the Secretary Defense, writing directly the Defense Freedom oflnformation Policy Office, Attn: Mr. James Hogan, 1155 Defense Pentagon, Washington, D.C. 20301-1155.
