September 26, 2011 After seven years Burlington College, President Jane OMeara Sanders,
Ph.D., has submitted her letter resignation the Board Trustees. This comes after months
discussions between the Board leadership and Sanders regarding the future the college.
Sanders will officially step down president Friday, October 14th. honor her significant
accomplishments, the College has given Sanders the title President Emerita, until now
distinction only given the colleges founder. The Board credits Sanders with negotiating the
acquisition its beautiful new 32-acre lakefront campus, transformative achievement for the
College. The new campus will significantly grow the student body and fully realize the expansion academic programs that have taken place under Sanders guidance. Under her leadership,
the College developed several new undergraduate majors, four Bachelors Fine Arts degrees
and Individualized Masters Degree. part Sanders legacy, the institution established
institutional aid fund which now provides over $400,000 annually ensure student access
education regardless financial resources. Sanders will take some time over the next year
enjoy the sabbatical time she has earned, but not had time take, since 2004. During which, she
will research, advise and consult with the College fundraising, site development and other

Good afternoon Todd: appreciate your agreeing meet with and also taking the task writing down the gist our
two-hour discussion. hoped and expected that would lead clearer understanding both sides the obligations our individual institutions and some progress overcoming the obstacles
face our current situation. believed that agreed that should work together toward
solution that befits two organizations with community missions.
Regrettably, receipt two letters from you. The first, which you gave the end
what thought was productive one-on-one meeting, again quite different tone and intention
than our discussion. Let ask few questions about that letter first. not sure what you mean unless other mutually satisfactory arrangements are made the
first paragraph. Last week, you told for the first time that you have repeatedly expressed interest purchasing the property. When followed up, the letter received from the Diocese only requested
that the property donated Howard and specifically stated that you could not afford purchase
it. have indicated you from the start, the 32-acre property was offered for sale its entirety
and have neither the option nor intention breaking off any portion it. Has the mistaken
impression that Howard could purchase stay the property indefinitely hindered your search for alternative?
More confusing your assertion that asking how many individuals living the property have
physical addition mental health disabilities, the level care required, and the length
residency there get uncomfortably close invasion client privacy. asked for quantitative,
not identifying, information for the following reasons: become more effective assisting you find housing, you have only identified one acceptable place the last eight months;

occupying. Our costs are considerably higher than the Diocesan costs, they owned the property
without debt taxes. And, you know, the fact that cannot use the building house students
planned has resulted less income, additional expenses for alternative housing, and loss
students. understand that the rent you can afford dependent upon reimbursement rates from the
state and was very surprised when you told the state only provides $3,000 per month for the
sixteen residents your care there; that seems inordinately low. Your commitment pay $6,000
month and request more reasonable amount $10,000 month from the state appreciated, but important note that does not begin cover our expenses and lost revenue for being unable use the property. you state your letter, also agreed work together request that the
City Burlington not require property taxes during the time your clients live the premises
Howard exempt from property taxes. this bit progress.
Third, are very concerned about the condition the building, particular the interior health and
safety issues discussed. you mentioned, Howard took the responsibility maintain the
property the lease you had with the Diocese. With the lease now invalid, could not ask you
make the obviously very necessary repairs, but the current owner, must ensure the property
safe for the expected use. that end, would appreciate written confirmation that you will not
use the rooms with insufficient egress bedrooms and that the health and safety others the
facility are not and will not endangered the actions any the residents. The agreement

population you serve. Yet, once again, you are rejecting conciliatory offer.
Todd, this far are willing go. quite honest, are disappointed that Howard does
not seem think that finding housing for their clients their responsibility that negotiating
good faith necessary. The College and the Diocese have offered support and housing options, and
have given more time, starting with six months, then additional flexible time for transition, and now
fourteen months. During the same time, Howard has only actually considered two sites and has
actually extended the transition timeline from one year eighteen months, and now twenty
months.
Even though you know that this latest timeframe unworkable for us, your letter reads though real consideration. states that Howard willing fully accept the risk the (extended)
month period. will entirely our responsibility find suitable housing for our clients within this
period and vacate your campus within one year. expectation since the property went for
sale March was that you were making every effort during that time move expeditiously
possible find replacement housing for our clients that appropriate their needs. Your letter
also notes that you are unable make any commitments with regard your stated need house students for the fall semester. Yet, you expect continue just that for you.
simply not fair expect the College continue carry the burden the expenses associated with
housing both your population and ours until February 2012.
Lastly, your letter commits give whatever leasehold, bonding other assurances are necessary
comfort your lenders and bond holders our commitment and fashion legal documents
way which fully implements this pledge. This important the context seven-month,
not twelve-month, extended transition period. want hopeful, along with you, that can
make the finish line this problem while staying true our respective obligations.
Please let know this week whether you will commit this plan, with the specifics outlined
above and with the property being available Burlington College the end July, 2011, Todd.

responded about this item May 17, 2011. His email, which addresses the change use college, pasted
here:
The DRB approved change use Post-Secondary School which would typically incorporate student housing accessory use.
Provided that:
there substantial rehabilitation (>50% the building value) necessary order accommodate the
student housing temporary basis the building (Condition states that any new buildings, substantial
rehabilitation existing buildings, would trigger requirement develop master plan for the campus);
and/or,
the amount space dedicated the temporary student housing not greater than 25% the floor area
(threshold for defining use accessory); and/or,
there are exterior changes the building covered under the existing zoning permit and would provide them Non-Applicability Determination. They will
likely require building permits for any interior changes they should speak with Ned well.
