ADIC WFO investigations and operations. WFO has robust public
corruption program which seeks identify, investigate and prosecute
individuals and entities involved public corruption within HFOs
area responsibility, include the area northern Virginia Dr.

met with Patrick Kelly, Office Integrity and Compliance, and
General counsel James Baker. ~elly and Baker reviewed with the
ADIC provisions the Hatch Act and provided specific parameters under

for conflicts interest that may arise WFO operations and

ADICs position the Washington Field Office and the work done
WFO, Criminal Division A/SAC Jennifer Leonard and A/CDC!

identified several areas where the ADICs disassociation would
appropriate. Specifically, all public corruption investigations arising
out otherwise connected the Commonwealth Virginia present
potential conflicts, Or. McCabe running for state office and
supported the Governor Virginia. Therefore, out abundance caution, the ADIC will excluded from any involvement all such
cases.

Recognizing conflicts interest may arise any investigative
classification, WFO will assess all other matters case-by-case
basis and adopts the following protocol for review such cases:
Prior opening any investigation that may present actual
perceived conflict interest, the matter will first reviewed the WFO CDC.
Upon determination the CDC that potential conflict
interest present, the case may briefed the AD!C
necessary, and may involved all matters related the
investigation regularly requiring his review and/or approval.
Should the CDC determine potential conflict interest exists,
the case agent and appropriate ASAC and SAC will notified and
the ADIC will excluded from all aspects that case include,
but not limited to, briefings, case updates, operations,
intelligence, and any matter related the investigation. All
communications such cases will carry administrative note
stating the matter restricted per this serial (333-WF-235579-E,
serial 128). any time during the course investigation concern
arises whether not actual perceived conflict
interest exists, the investigation will immediately reviewed
the CDC before any further briefing other involvement the
ADIC, following the same protocol described above.
The CDC will maintain list cases from which the ADIC
excluded, and may review these cases with the case agent
necessary determine the potential conflict continues
exist.
All WFO SACs are included this communication for situational
awareness should any matter arise within their division that presents
potential conflict _interest. such instances, the same protocol
described above will followed.
This protocol will reassessed and adjusted necessary and
the conclusion Dr. McCabes campaign November, 2015.
