The top priority preserving and maintaining the integrity any investigation into police misconduct, regardless
which agency conducting the inquiry. light the recent court ruling that FOIA law does not protect evidence held one agency while another investigating, the City currently examining when this video should released. This
case still under investigation IPRA, but has stark differences from the Laquan McDonald case, including recovered
gun.

Our View: Despite all the attention paid the past year unjustified police shootings
young black men, this egregious problem seems intractable.
Laquan McDonald was fatally shot Chicago policeman October, 2014. But took more
than months for the horrifying police video released, for the police superintendent
fired and for the shooter indicted just few hours ahead the video release.
The mayor explanation that longstanding city policy not release evidence during
investigation because release might taint investigation and prevent justice.
That true point. But shouldn take months investigate shooting that took
seconds occur and where video exists. The local prosecutor needs answer for that. And
too often too many places, police officers are never called account for unjustified
shootings.
There lot wrong with the system, but the buck stops with Mayor Emanuel, who should have

and wanted speed justice. time when many people, particularly African Americans, have lost faith the system
ability hold officers account, the duty city leaders lead. Publicly releasing the
video would have been good start.
