Hillary Clintons email problems began her first days secretary state. She insisted using her personal

offices, secure space known Mahogany Row.
For Clinton, this was frustrating. political heavyweight and chief the nations diplomatic corps, she needed

BlackBerry into lockbox before going into her own office.
Her aides and senior officials pushed find way enable her use the device the secure area. But their efforts
unsettled the diplomatic security bureau, which was worried that foreign intelligence services could hack her BlackBerry
and transform into listening device. Feb. 17, 2009, less than month into Clintons tenure, the issue came head. Department security, intelligence
and technology specialists, along with five officials from the National Security Agency, gathered Mahogany Row
conference room. They_ explained the risks Cheryl Mills, Clintons chief staff, while also seeking mitigation options
that would accommodate Clintons wishes.
The issue here one personal comfort, one the participants that meeting, Donald Reid, the departments
senior coordinator for security infrastructure, wrote afterward email that described Clintons inner circle
advisers dedicated [BlackBerry] addicts.
Clinton used her BlackBerry the group continued looking for solution. But unknown diplomatic security and
technology officials the department, there was another looming communications vulnerability: Clintons BlackBerry
was digitally tethered private email server the basement her family home, some 260 miles the north
Chappaqua, N.Y., documents and interviews show.
Those officials took steps protect the server against intruders and spies, because they apparently were not told
about it.
The vulnerability Clintons basement server one the key unanswered questions the heart scandal that has
dogged her campaign for the Democratic presidential nomination.
Since Clintons private email account was brought light year ago New York Times report followed
Associated Press report revealing the existence the server the matter has been source nonstop national news.
Private groups have filed lawsuits under the Freedom Information Act. Investigations were begun congressional
committees and inspector generals offices the State Department and the U.S. Intelligence Community, which referred
the case the FBI July for counterintelligence purposes after determining that the server carried classified material.
The FBI now trying determine whether crime was committed the handling that classified material. They are
also examining whether the server was hacked.
One hundred forty-seven FBI agents have been deployed run down leads, according lawmaker briefed FBI
Director James Corney. The FBI has accelerated the investigation because officials want avoid the possibility
announcing any action too close the election.
The Washington Post reviewed hundreds documents and interviewed more than dozen knowledgeable government
officials understand the decisions and the implications Clintons actions. The resulting scandal revolves around
questions about classified information, the preservation government records and the security her email
communication.
C06087907 ----- --- ---------- ------ -------------
From the earliest days, Clinton aid,es and senior officials focused intently accommodating the secretarys desire
use her private email account, documents and interviews show.
Throughout, they paid insufficient attention laws and regulations governing the handling classified material and the
preservation government records, interviews and documents show. They also neglected repeated warnings about the
security the BlackBerry while Clinton and her closest aides took obvious security risks using the basement server.
Senior officials who helped Clinton with her BlackBerry claim they did not know details the basement server, the State
Department said, even though they received emails from her private account. One email written senior official
mentioned the server.
The scandal has pitted those who say Clinton was innocently trying find the easiest way communicate against those
who say she placed herself above the law quest for control her records. She and her campaign have been accused confusing matters with contradictory and evolving statements that minimized the consequences her actions.
Clinton, 68, declined interviewed. She has said repeatedly that her use the private server was benign and that
there evidence any intrusion. news conference last March, she said: opted for convenience use personal email account, which was
allowed the State Department, because thought would easier carry just one device for work and for
personal emails instead two.
During Democratic debate March she acknowledged using poor judgment but maintained she was permitted
use her server: wasnt the best choice. made mistake. was not prohibited. was not any way dis
allowed.
The unfolding story Clintons basement server has outraged advocates government transparency and mystified
political supporters and adversaries alike. Judge Emmet Sullivan the U.S. District Court Washington, D.C., who
presiding over one the FOIA lawsuits, has expressed puzzlement over the affair. noted that Clinton put the State
Department the position having ask her return thousands government records her work email. missing something? Sullivan asked during Feb. hearing. How the world could this happen?
Hillary Clinton began preparing use the private basement server after President Obama picked her his secretary state November 2008. The system was already place. had been set for former president Bill Clinton, who
used for personal and Clinton Foundation business. Jan. 13, 2009, longtime aide Bill Clinton registered private email domain for Hillary Clinton, clintonemail.com,
that would allow her send and receive email through the server.
Eight days later, she was sworn secretary.of state. Among the multitude challenges she faced was how
integr-ate email into her State Department routines. Because Clinton did not use desktop computers, she relied her
personal BlackBerry, which she had started using three years earlier.
For years, employees across the government had used official and private email accounts

One year earlier, during her own presidential campaign, Clinton had said that elected, will adopt presumption
openness and Freedom Information Act requests and urge agencies release information quickly.
But those first few days, Clintons senior advisers were already taking steps that would help her circumvent those
high-flown words, according chain internal State Department emails released Judicial Watch, conservative
nonprofit organization suing the government over Clintons emails.

Leading that effort was Mills, Clintons chief staff. She was joined Clinton adviser Huma Abedin, Undersecretary
Patrick Kennedy and Lewis Lukens, sen/or career official who served Clintons logistics chief. Their focus was
accommodating Clinton.
Mills wondered whether the department could get her encrypted device like the one from the NSA that Obama used. so, how can get her one? Mills wrote the group Saturday evening, Jan. 24.
Lukens responded that same evening, saying could help set stand alone the Secretarys office, connected the internet (but not through our system) enable her check her emails from her desk.
Kennedy wrote that stand-alone separate network was great idea.
Abedin and Mills declined comment for this article, according Clinton spokesman Brian Fallon. Lukens also declined comment, according the State Department. undersecretary for management, Kennedy occupies central role Clintons email saga. The department

Clinton would continue use her BlackBerry for virtually all her government communication, but not Mahogany

The State Department security officials were distressed about the possibility that Clintons BlackBerry could

After the meeting Feb. with Mills, security officials the department crafted memo about the risks. And among
themselves, they expressed concern that other department employees would follow the bad example and seek use insecure BlackBerrys themselves, emails show. they worked the memo, they were aware speech delivered Joel Brenner, then chief

Nine days later, Clinton told Boswell that she had read his memo and gets it, according email sent senior

But Clinton kept using her private BlackBerry and the basement server.
The server was nothing remarkable, the kind system often used small businesses, according people familiar with
its configuration the end her tenure. consisted two off-the-shelf server computers. Both were equipped with
antivirus software. They were linked cable local Internet service provider. firewall was used protection
against hackers.
Few could have known it, but the email system operated those first two months without the standard encryption
generally used the Internet protect communication, according independent analysis that Venafi Inc.,
cybersecurity firm that specializes the encryption process, took upon itself publish its website after the scandal
broke.
Not until March 29, 2009 two months after Clinton began using did the server receive digital certificate that
protected communication over the Internet through encryption, according Venafis analysis.

process that scrambles communication for anyone without the correct key email, attachments and passwords are
transmitted plain text.
That means that anyone could have accessed it. Anyone, Kevin Bocek, vice president threat intelligence Venafi,
told The Post.
The system had other features that made vulnerable talented hackers, including software program that enabled
users log directly from the World Wide Web.
Four computer-security specialists interviewed The Post said that such system could made reasonably secure but
that would need constant monitoring people trained look for irregularities the servers logs.
For data this sensitivity ... would need minimum small team monitoring and hardening, said Jason
Fossen, computer-security specialist the SANS Institute, which provides cybersecurity training around the world.
The man who Clinton has said maintained and monitored her server was Bryan Pagliano, who had worked the
technology chief for her political action committee and her presidential campaign. not clear whether had any

investigators they could not recall previously hiring political appointee. Three Paglianos supervisors also told
investigators they had idea that Clinton used the basement server that Pagliano was moonlighting it.
Through attorney, Pagliano declined .request from The Post for interview. also refused request from the

The number emails moving through the basement system increased quickly Hillary Clinton dove into the endless
details her globe-trotting job. There were 62,320 all, average 296 week, nearly 1,300 month, according
numbers Clinton later reported the State Department. About half them were work-related.
Her most tre quent correspondent was Mills, her chief staff, who sent thousands notes. Next came Abedin, the
deputy chief staff, and Jacob Sullivan, also deputy chief staff, according tally The Post.
C06087907
The majority went two different addresses that Clinton sometimes used interchangeably single chain email,
hdr22@clintonemail.com and hrod17@clintonemail.com, making immediately apparent that the emails were not
coming from going government address.
Most her emails were routine, including those sent friends. Some involved the coordination efforts bring aid Haiti the State Department and _her husbands New York-based Clinton Foundation notes that mixed
government and family business, the emails show.
Others involved classified matters. State Department and Intelligence Community o_fficials have determined that 2,093
email chains contained classified information. Most the classified emails have been labeled confidential, the
lowest level classification. Clinton herself authored 104 emails that contained classified material, Post analysis later
found.
Before the server received digital certificate marking the use standard encryption, Clinton and her aides exchanged
notes touching North Korea, Mexico, Afghanistan, military advisers, CIA operations and briefing for Obama.
Clinton adviser Philippe Reines wrote note her abou.t Afghanistan President Hamid Karzai. Reines started his note
reminding Clinton that Reiness close friend Jeremy Bash now [CIA Director Leon E.] Panettas Chief Staff. The rest the note was redacted before release, under grounds that was national-security-sensitive. Sunday, March 29, 2009, just hours before standard encryption the server began, Sullivan emailed Clinton draft confidential report she was make Obama. Attached draft your Mexico trip report POTUS, Sullivan
wrote. the high-pressure world diplomacy, the sharing such material had been discreet but common practice for many
years. Officials who manage problems around the clock require never-ending flow incisive information make
timely decisions.
Not all classified material equally sensitive. Much involves discussions about foreign countries leaders, not
intelligence rces and methods. Working with classified materials can cumbersome and, the case low-level
classification, annoying. Feb. 10, 2010, exchange with Sullivan, Clinton vented her frustration one day when she wanted read
statement regarding Jose Miguel lnsulza, then secretary general the Organization American States. Sullivan wrote
that could not send her immediately because the department had put the classified network.
Its public state!lent! Just email it, Clinton shot back, just moments later.
Trust me, share your exasperation, Sullivan wrote. But until ops converts the unclassified email system, there physical way for email it. cant even access it.
Early June 17, 011, Clinton grew impatient she waited for talking points about sensitive matter that had
delivered via secure line.
They say theyve had issues sending secure fax. Theyre working it, Sullivan wrote his boss.
Clinton told him take shortcut. they cant, turn into nonpaper identifying heading and send nonsecur.e, she said.
Fallon said Clinton was not trying circumvent the classification system.
C06087907
What she was asking was that any information that could transmitted the unclassified system transmitted,
said. wrong suggest that she was requesting otherwise. The State Department looked into this and confirmed
that classified material was sent through non-secure fax email.
Security remained constant concern. June 28, 2011, response reports that Gmail accounts government
workers had been targeted online adversaries, note went out over Clintons name urging department employees avoid conducting official Department business from your personal email accounts.
But she herself ignored the warning and continued using her BlackBerry and the basement server. December 2012, near the end Clintons tenure, nonprofit group called Citizens for Responsibility and Ethics
Washington, CREW, filed FOIA request seeking records about her email. CREW received response May 2013: records responsive your request were located.
Other requests for Clinton records met the same fate until the State Department received demand from the newly
formed House Select Committee Benghazi July 2014. The committee wanted Clintons email, among other things, see what she and others knew about the deadly attack Libya and the response the U.S. government.
Officials the departments congressional affairs office found some Clinton email and saw that she had relied the
private domain, not the departments system.
Secretary State John Kerry resolved round the Clinton emails and deliver them Congress quickly
possible. Department officials reached out Clinton informally the summer 2014. Oct. 28,_2014, the
dep-artment contacted Clinton and the offices three other former secretaries Madeleine Albright, Condoleezza
Rice and Colin Powell asking they had any email other federal records their possession.
Albright and Rice said they did not use email while State. Powell, secretary state from 2001 2005, had private
email account through America Online but did not retain copies his emails. The inspector general for the State
Department found that Powells personal email account had received two emails from staff that contained national
security information classified the Secret Confidential levels.
Clinton lawyer David Kendall later told the State Department that her use personal email was consistent with the
practices other Secretaries State, citing Powell particular, according letter wrote August.
But Powells circumstances also differed from Clintons notable ways. Powell had phone line installed his office
solely link his private account, which generally used for personal non-classified communication. the time, was pushing the department embrace the Internet era and wanted set example. performed little test whenever visited embassy: dive into the first open office could find (sometimes was
the ambassadors office). the computer was on, try get into private email account, Powell wrote
Worked for Me: Life and Leadership. could, they passed.
Powell conducted virtually all his classified communications paper over State Department computer installed his desk that was reserved for classified information, according interviews. Clinton never had such desktop
classified email account, according the State Department. Dec. 2014, Clinton lawyers delivered file boxes filled with printed paper containing more than 30,000 emails.
Clinton withheld almost 32,000 emails deemed personal nature.
The department began releasing the emails last May, starting with some 296 emails requested the Benghazi
committee. reviewing those emails, intelligence officials realized that some contained classified material.
C06087907
Clinton and her campaign have offered various responses questions about the classifications. first, she flat-out
denied that her server ever held any. There classified material, she said March 10, 2015, news conference.
Her campaign later released statement saying she could not have known whether material was classified, because
was not labeled such. information Clintons emails was marked classified the time she sent received
them, the statement said.
Clinton has also suggested that many the emails were classified formality only because they were being prepared
for release under FOIA request. Her campaign has said that much the classified material emails sent more
than 300 individuals came from newspaper accounts and other public sources.
What you are talking about retroactive classification, she said recent debate. And think what have got
here case overclassification. Her statement appears conflict with report Congress last year inspectors
general from the State Department and the group spy agencies known the Intelligence Community. They made
their report after the discovery that four emails, from sample that went through her server, contained classified
information.
These emails were not retroactively classified the State Department, the report said. Rather these emails
contained classified information when they were generated and, according classification officials, that information
remains classified today. This classified information should never have been transmitted via unclassified personal
system.
One those four emails has since been declassified and released publicly the State Department. The department has
questioned the classification another those emails.
Twenty-two emails discovered later were deemed highly classified that they were withheld their entirety from
public release. They are their face sensitive and obviously classified, Rep. Chris Stewart (R-Utah), member the
House Permanent Select Committee Intelligence, told The Post. This information should have been maintained
the most secure, classified, top-secret servers.
Fallon pointed out that none those emails originated with Clinton, something that said Sen. Dianne Feinstein
Calif.) has noted. strongly disagree with the decision withhold these emails full, said.
Under Title 18, Section 1924, federal law, misdemeanor punishable fines and imprisonment for federal
employee knowingly remove classified information without authority and with the intent retain such documents materials unauthorized location.
Previous cases brought under the law have required proof intent mishandle classified information, high hurdle the Clinton case.
The basement server also put Clinton risk violating laws and regulations aimed protecting and preserving
government records. statement, Clintons campaign said she had received guidance regarding the need preserve federal records and
followed those rules. was her practice email government employees their .gov email address. That way, work
emails would immediately captured and preserved government record-keeping systems, the statement said.
Fallon said that over percent the more than 30,000 work-related emails were from government email

Specialists interviewed The Post said her practices fell short what laws and regulations mandated. Some those
obligations were spelled out few months before Clinton took office National Archives and Records Administration
Bulletin 2008-05, which said every email system was supposed permit easy and timely retrieval the records.
The secretary states work emails are supposed preserved permanently. addition, rules also mandated that
permanent records are sent the departments Records Service Center the end the Secretarys tenure
sooner necessary for safekeeping.
Under Title 18, Section 2071, misdemeanor take federal records without authorization, something that
sometimes referred the alienation records. The law rarely enforced, but conviction can carry fine
imprisonment.
Jason Baron, former director litigation the National Archives and Records Administration, told the Senate
Judiciary Committee last year believed that Clintons server ran afoul the rules. memo the committee,
Baron wrote that the setting and maintaining private email network the sole means conduct official
business email, coupled with the failure timely return email records into government custody, amounts actions
plainly inconsistent with the federal recordkeeping laws. May 19, 2015, response FOIA lawsuit from the media organization Vice News, U.S. District Judge Rudolph
Contreras ordered all the email released stages, with redactions.
One notable email was sent August 2011. Stephen Mull, then serving the departments executive_ secretary,
emailed Abedin, Mills and Kennedy about getting government-issued BlackBerry linked government server for
Clinton. are working provide the Secretary per her request Department issued Blackberry replace personal unit,
which malfunctioning (possibly because her personal email server down.) will prepare two version for her
