Scrutiny of Voting Is Set to Soar

The Organization of American States and the Organization for Security and Cooperation in Europe plan to send a record number of election observers to U.S. polling places. The Justice Department is promising a robust presence in about two dozen states. And activist groups, political parties and civil-rights organizations are training thousands of volunteers to respond to complaints.
