4.37 ACTIVE SHOOTER
4.37.1 Definitions:
Active Shooter: One more subjects who participate random systematic
shooting spree and who demonstrates the intent continuously inflict death great
bodily harm onto others. This includes anyone who uses firearm other type
deadly weapon (i.e. knife, explosives)
Real Time Intelligence: Deputy(s) personal observation people fleeing, gunfire etc.
provides awareness on-going Active Shooter situation.
Deputy Response Team: deputy team deputies who while scene have real
time intelligence and make the decision enter the area/structure the active shooter

Extraction Team: team consisting deputies with the ability enter the area/structure

Rescue Task Force: team consisting deputies and fire rescue paramedics with the

Hot zone: The current location the subject the area/structure
Warm zone: Where the subject was previously the area/structure
Cold zone: location away from the area/structure. The cold zone may include staging
areas, the CCP, and Incident Command Post (ICP).
4.37.2 Response/Responsibilities:
Upon recognizing active shooter situation the deputy scene will immediately notify
Communications.
Communications will immediately notify SWAT.

Locate victims
Provide advanced emergency first aid and triage
The RTF may remove victim from the area/structure request extraction
team.
Area operations for the RTF may include the warm zone and cold zones. the situation turns barricade hostage situation the response team will contain,
isolate, communicate and wait for SWAT.

Summon any additional resources
Identify who entered the structure and where they entered
Coordinate the inner and outer perimeters
Incident Commander (IC) Responsibilities:
Establish command post with Fire Rescue.
Ensure proper notifications are made.
Establish CCP for Fire Rescue and Emergency Services.
Establish staging area for Aviation/Medical Evacuation.
Establish evacuation/holding area for all removed subjects
Establish PIO/Media staging area
Once the Active Shooter stopped, the will ensure that SWAT searches the
structure for any secondary shooters and/or dangerous traps.
4.37.3 Debriefing:
The Incident Commander will responsible for conducting debriefing all personnel
involved active shooter situation timely manner learn the successes the
response and identify any needs for improvement.
The Incident Commander will complete After Action Report addition ensuring the
submission the required Offense Reports and supplements any involved
personnel.
4.37.4 Training: All sworn personnel, the rank Colonel, will attend the Active
Shooter/Rescue Task Force training course that provided the Training Division.

Outside public requests for information from this Standard Operating Procedures Manual
must directed the Department Law Enforcement for review and redaction,
necessary, prior disclosure.
