Procedures for the Removal Personal
Papers and Non-Record Material

Departing officials are reminded they may not remove any materials from the Department
until such materials have been reviewed records officers ensure compliance with
federal records laws and regulations. Officers from the Bureau Administration
Office Information Programs and Services (AIGIS/IPS), with the assistance
necessary the Executive Secretariat, the Bureau Diplomatic Security, and the Office the Legal Adviser, are available review designated papers ensure that: Official records and classified records are not removed from Department custody
and control; and accounting and certification made unclassified non-record and personal
materials prior their removal.
The purpose the review certify that the documentary materials proposed for
removal may removed without diminishing the official records the Department
violating national security, privacy, other restrictions disclosure. This generally
requires hands-on examination the materials proposed removed.
Departing Department officials must ensure that all record material they possess
incorporated the Departments official files and that all file searches for which they
have been tasked have been completed, such those required respond Freedom
Information Act (FOIA), Congressional, litigation-related document requests.
