Dear Mr. Coleman.
(U) March 12. 2015, Senate Committee Chairmen Burr, Corker. and
Johnson requested that the State Department Inspector General (State IG)
conduct review State employees use personal email and non-government
networks for official purposes. The Chairmen asked State address several
specific areas, including whether classified information was transmitted
received. The Chairmen also requested State coordinate their review with the
Inspector General the Intelligence Community (IC IG). State thereafter
initiated review and requested support.
(U) Concomitant with the State review, State FOIA officials are reviewing
more than 30,000 emails prolided former Secretary State
Hillary Clinton. According the former Secretary, these 30,000 emails were
transmitted via personal hardware and software ~evices during her tenure
State.
(U//FOUO) support State IGs review. reviewed 296 the
30,000 emails. State had FOIA-processed these 296 emails and released them
publicly May 22, 2015. found that two these 296 emails contained
classified information. One email had been redacted using FOIA
Exemption. The other email had been processed and released unclassified

Defense Intelligence Agency (DIA), National Geospatial-Intelligence Agency (NGA),
and National Security Agency (NSA). These Intelligence Community FOIA officials
confirmed that State FOIA officials did not coordinate with them regard the
public release this .second email. /POU~ part its review, State sent former Secretary Clintons
personal attorney, Mr. David Kendall, preservation request regarding systems
and devices related the 30,000 emails. co-signed this request.
Mr: Kendall replied the request (see enclosure), and noted that had stored
electronic copies all 30,000 emails thumb chive located his law
office. Mr. Kendall also noted that the former Secretarys personal server the
custody company named Platte River Networks. //POU~ the thumb drive and personal server contain classified
information and are not currently the Governments possession, are referring
this matter your office for any action you deem appropriate.

(State IG) received letter from Chairmen Burr. Corker, and Johnson asking
for, among other requests, review State Department employees usage
personal email for official purposes. The letter also requested State
coordinate with office determine whether classified information was

the lntelligence Community (ICIG) .pst files containing all the emails that
Secreta1y Clinton produced the Department hard copy December 2014.

Reference made your formal request for the preservation all records and other
evidence the possession the United States Secret Service (Secret Service), the
possession Hillary Clinton, former Secretary State, regarding the domain account
@clintonemai I.com.
Your record preservation request seeks, items from individual referred your
client. the extent the word client refers the Secret Services protectee, Hillary Clinton,
the Secret Service could not lawfully take any item the possession protectee absent
warrant for that item. Additionally, are not aware that are otherwise possession any
such items.
With respect items records the possession the Secret Service, have
previously searched and are the process conducting additional search for Agency records
responsive Freedom oflnfonnation Act (FOIA) request that similar nature your
request for records preservation. That FOIA request now the subject oflitigation the United
States District Court for the District Columbia, Judicial Watch United States Secret Service,
Civil Action No. 5-cv-00673-JDB. that case, Plaintiff Judicial Watch filed FOIA request
for [a]ny and all records communication between the United States Secret Service and
Hillary Rodham Clinton concerning, regarding, relating creation, setup, security, and
maintenance the clintonemail.com email server.
The Secret Service performed the following search for responsive documents the
relevant directorates. The Office Technical Development and Mission Support, Information
Resources Management Division (IRMD) responded follows: IRMD does not create, setup,
monitor, maintain non-government email servers. Accordingly, there was search that
would reasonably calculated locate responsive records.
The Office Protective Operations conducted search where the Assistant Director, the
Deputy Assistant Director, and the Supervisory Staff Specialist searched desktop files and the
office shared drive for any responsive documents. This search included official e-mail well
their individual e-mail. Further, the Deputy Special Agent Charge (DSAIC) the Clinton
Division searched his desktop and the office shared drive with the search tenns email server
and Clinton server. This search included otlicial e-mail well his individual e-mail using

the search terms email server and Clinton server. The DSAIC also searched the file cabinets
and drawers the Clinton Division (the paper files) for any responsive documents.
These searches did not reveal any responsive documents. The Department Justice
attorney handling the litigation, Andrew Carmichael, then spoke Plaintiffs representative
regarding what other searches Plaintiff would like the Secret Service perform effort
resolve the litigation. Afte_r discussion, was agreed that the Secret Service would perform
additional search. This search for e-mails from anyone assigned the Clinton detail from
January 2009, through and including January 31, 2009 that contain any the following terms:
email server, clinton server, and/or clintonemail.com. This search being conducted and
expected completed approximately two weeks.
The Secret Service not authorized, nor does receive appropriations, establish
personal e-mail servers for anyone, including protectees. Notwithstanding, the Secret Service
will send out preservation request for the Agency records listed your correspondence
July 31, 2015 which are the possession the Secret Service. your request does not
include time frame, have adopted January 2009 timeframe the present the relevant
timeframe for preservation.

(U} The Committee received the July 2015 Memorandum from Mr.
Charles McCullough entitled Summary support State Department
and are troubled the finding that inadvertent release classified national
security information had already occurred the State FOIA process result
insufficient coordination with Intelligence Community (IC) elements.
Furthermore, are concerned the apparent disparity assessments State
Department and the highlighted the following statement, State personnel
continue deny the classified character the released information despite
definitive determination. from the Interagency FOIA process. While agree
with the four (4) recommendations the Intelligence Community Inspector General
(ICIG) and State Department made State improve its FOIA review process better identify equities and prevent further inadvertent releases
classified information, urge you engage with Secretary Kerry and Inspector
General Steve Linick ensure their implementation.

with representatives from the U.S~ Department Justice (DOJ),
U.S. Department State Office the Inspector General (STATE
IG) and Office the Inspector General the Intelligence
Community (ICIG). The meeting took place FBI Headquarters,
935 Pennsylvania Ave, NW, Washington, 20535.
{U) this meeting, participants discussed the
Sll(c) referral made the FBI July 2015, regarding the
potential compromise classified information and STATE and
ICIGs ongoing review State employees use personal email
and non-government networks for official purposes. Each
provided short summary their respective reviews, limits
their authority, lack resources and need for FBI/DOJ
assistance.

STATE and ICIG representatives noted was
common practice the Department State for officials send
sensitive information unclassified systems and later have

that information upgraded the classified level when
requests for public disclosures were received. This practice was
described necessary for state department officials share
time sensitive information real time.
This type
communication resulted high number B(l) exemptions
during the Freedom Information Act (FOIA) review process.
Both IGs emphasized these B(l)exemptions were separate and
distinct from the classified information referenced the
811(c) referral. The emails referenced the referral were
classified prior being sent and derived from sensitive
sources and methods from the intelligence community. Both IGs will continue their reviews the
FOIA process and will provide their findings the FBI and
appropriate Congressional committees. Both IGs also agreed not disclose the existence FBI investigation any actions
the FBI may conducting part referenced investigation.

@clintonemail.com account were stored from 2009 2013. voluntarily providing this server and related equipment the FBI, we, course, are doing
solely with regard former Secretary Clintons@clintonemail.com account and not any other
accounts not utilized former Secretary Clinton which might one time have been hosted this
server equipment. While believe, have told the Benghazi Select Committee, that, based
technologists advice me, there are email accounts related data currently residing this server
equipment, out abundance caution, wanted emphasize that the only authority have relates the fomier Secretarys account. Please advise the FBIs review discovers any other account
